You can absolutely have a PvE mode independent of the PvPvE mode. We know this is true because the game that made PvPvE what it is today has a PvE mode that is not only functional, it’s fantastic (see: Escape from Tarkov). If EFT, one of the most unforgiving and harsh games, can not only make PvE work but work exceptionally well, there is no reason the far more casual Arc Raiders cannot.
