I'd love to see something like this, imagine coming back to Helgen or Kvatch, ejecting whatever bandits have started to build a base there and rebuilding the city, tie it in to a wider political system or if it's on the main road maybe you can opt to furnish convoys with guards or perhaps become the robber baron
