Gohan definitely is as he was able to fight against the others holding back so he didn't lose control. Meaning if he can learn to control his power there won't be any debate. Goku UI is great but can be overpowered, and vegeta UE takes way too much stamina while making you deal more dmg the longer it goes on. If Gohan can use his he'll just be a more efficient UE. Ntm if he gets god ki or god anything really
