In all honesty I believe that the Stadium games are holding back the first two gens due to those games having the ability to use them for battle via transfer pack

i also think that the pokemon Home could also be the problem being that they have over 1000 pokemon to work with now with Gen 1 moveset and overall gameplay ( aka stat exp being completely broken like Let’s Go Candy)
