Luck isn’t a stat in Skyrim. The ability just says it increases gem drops in containers (including the inanimate draugr).
Considering the number of modders if it did something else it would have been discovered years ago.

It doesn’t “enhance your thief abilities” it just means you find more gems as loot. It’s also not an equipable item, it just sits on a shelf in the guild.
It’s only “worth it” in terms of completion. The point of the game is to do things, and it’s a thing you can do. The extra gems are largely a moot point by then, as you likely have more money than you can spend by the time you complete the quest.
