I think there should be a threat that threatens both the U.S. And Russia. After consideration by both country's i intelligence agencies, they determine that the threat is coming from an organization that Bauer and Almeda worked to stop in their CTU days. Bauer and Almeada have unique knowledge of the head of the threatening organization. So the governments team up and bring Bauer and Almeada back together to stop the threat. Subsequently the two find Obrien and bring her in for the IT support. They go out and stop the attack, and in return the three of them are awarded their freedom.
