We are thousands worldwide affected by this issue who lost items that have both emotional as well as monetary value (in form of tokens). Personally I lost six full tabs of items which I've been collecting over the past 20 years and all I received was 34 crusader orbs, which is less than 1% of what was in there. And that's just unique items, I haven't even taken stack size into account which would make the actual "partial restoration" closer to 0.1%.
This despite Blizzard claiming the data is lost, however I can see in my guild bank log I deposited items that were not restored. So there is more data available than Blizzard claim but they have chosen to not spend time and money on investigating further.
An issue of this scale, combined with poor handling and communication, marks a "before and after" point for me and I hope the focus on this problem continues, so thank you for helping to raise awareness on this issue once again!

So the data is more data available than Blizzard claims but they have chosen to not spend time and money on investigating further.
