See AllSquare Enix May Pursue Legal Action Against Final Fantasy 14 Mod
Taking legal action against the mod developer does nothing here. Square is at fault for this 100%. The internal character IDs revealed on lodestone and over the network should've never been revealed to clients in the first place -- which is what enabled stalking in the past. Why did they think it was a good idea to also reveal user's account IDs?
Even without any plugins injected into the game, users can sniff your account ID and other data via applications like wireshark and compile their own database. And that's without acknowledging there's been countless forks of the plugin.
Square needs to own up to this being their fault, revert the change to add the blacklist feature, and look into obfuscating character/account IDs instead. The fact they aren't getting more pressure for their own blunder is insane. The damage is already done at this point, if you've logged in at all since they've made this mistake, you've been affected by this and are likely in their db.
Any/all of your alts, your retainers, your locations in the game you've been to. Logged by these people.
