The article doesn't do a good job of explaining what exactly happened. The guy walked up to Emiru, grabbed both of her upper arms, and tried to kiss her. The only reason he wasn't successful is because someone's private security intervened. I don't know what the laws in Texas are but forcible touching is a sex crime in New York
