Sounds like you're suggesting a more Fable route to the story, or at least similar to the Stormcloak Rebellion and the Dawnguard update to skyrim, in which the player's is still destined to do incredible things, but whether they're villainous or heroic is a choice they can make. Maybe even the Fable 3 variability of success based on how generous, cruel, or self sacrificing you can be, but you want it in the vast open world concept and systems of ES. Sounds fun, but the algorithms and processing requirements would be a huge pain and cost a lot more to develop
