If Metwo is rumored to be on the game, the Hoenn legendaries will be, too. Maybe not on launch, but as a future post game event.

TPC didn't hold the Shiny Rayquaza event on Scarlet/Violet for nothing. That black Rayquaza already came with Dragon Ascent, a move necessary to trigger its Mega Evolution form.

But even if ZA doesn't include these three, they will be accessible on the upcoming Pokémon Champions anyway. So, they will still have their time to shine.
