The simplest and most direct answer is that Super Saiyan 4 was originally a product of Dragon Ball GT and nothing about Dragon Ball GT was considered Canon material. This means that in the Dragon Ball universe SSJ4 did not exist outside of GT. However, Dragon Ball Super IS canon. Could Toriyama have decided to finally make SSJ4 a canon transformation in Super? Sure, but he didn't and those familiar with Dragon Ball know that Toriyama didn't even like Dragon Ball GT.

A Final Fantasy 9 Remake is Already Sitting on a Powder Keg

I agree I played through 9 three different times (the first time was 2001) and I never even knew about OZMA until years. None of my friends who played it knew about the optional boss either.
