There's a building directly to the right of Jane's trailer under the overpass -- stand right up against the front door a few minutes before midnight and be ready. At midnight, a cartel member will pop out the door for a microsecond and you've gotta start blasting. This worked for me, it dropped their influence in Suburbia below 300
