IPS panels do not inherently have a lower response time than VA panels. There are plenty of VA panels with 1ms response times, which is about as low as you'll see IPS go (maybe one here or there claims 0.5). Also, IPS panels are consistently in the mid to pretty good range, and there are many low quality VA panels, but the best VA panel is ABSOLUTELY better in every way than the best IPS panel apart from wide viewing angles. I challenge you to find a single IPS panel that can even hold a candle to Samsung's Odyssey Neo G9, which is a VA panel (non-OLED version). VAs have a much higher quality ceiling than IPS, but you have to pay a premium price for the premium quality.
