So it's a pretty lame fix but it's better than nothing, I found that if I unplug and replug my mouse into a USB slot it breaks the stuttering. I don't know why that possibly is but I know that this trick works for me. I experienced game stuttering like this in Elden Ring and Sekiro. It's maddening that they haven't found a solution to this by now.
