It most certainly does need a complete edition as there is tons of content missing because they didn't want to put the game out in the same time frame of starfield. We got only half of Baldurs Gate bugged missions cause NPCs had to be moved around due to that and Karlach is missing the end of her story mission. Shows they cared more about profit than putting out a complete game
