This is a bit of a stretch but what if this is intentional. I was taking a closer look at all the new hero skins and there is one similarity between all of them, they all have a certain sparkle pattern incorporated in all of their designs except Ziggy. It could be setting him up to become like a double agent or something. Idk that's just a theory, could definitely be bugged, wouldn't be the first time.
