I hate when people glaze Jimbei for his bounty being higher than Sanji but this is ridiculous.

1. When looking at the bounties in One Piece as a whole, you can see a bit of a pattern. The aren't based on pure strength, there moreso based on feats that members of, or allies of the marines observe, hence why Buggy's bounty, who is weaker than gear 1 Luffy, somehow has a higher bounty than Luffy, because they believed Buggy lead the Cross Guild. This applies to Jimbei and Sanji, Jimbei has been directly observed by Akainu during Marineford and he's an ex-warlord. Sanji is stronger than Jimbei (I'll talk more about this later) but he's more well known as an underling of Luffy, so he wont get as much of the spotlight, justifying his lower bounty.

2. You've just told me Jimbei fought a Tobi Roppo and didnt even struggle. You also said Zoro and Sanji struggled with their fights. I will give you some credit, Jimbei did exceptionally well in his fight. He did have some trouble keeping up with Who's Who's speed, but he did well. However, you need to remember, a Tobi Roppo is merely an upper henchmen. Queen is a commander of a former emperor of the sea in a world 2.7 times the size of ours. Jinbe didnt struggle because Who's Who's role was barely significant. Sanji had to struggle, first of all because of Queen's immense haki and cyborg capabilities, and second of all to develop Sanji, so that he could use the Germa powers without feeling the guilt of being like his brothers. Comparing the two fights is extremely biased, especially when you look at the importance of the two enemies in the Wano arc.
