It's definitely good, but certainly not world breaking like you're making it seem like in this article. Spell Pierce and Annul can both do similar things for 1cmc.

It's also worth noting that at least the last time I had checked, this particular effect doesn't work in the Arena app, not sure if they ever fixed it.
