The stealth system in the earlier versions of the game was definitely bugged, tons of forum posts and my own experience document this.
Like in the first village where u arrive, when I went to steal the miller quest stuff in the rathaus + kill the pig farmer for another quest I waited in the bushes outside of town till night, did the dead without being seen by anyone, stealthed down to the miller without being seen by anyone and when I woke up I got flagged as a thief.
I reloaded and retried 5 times, never seen by anyone, everytime I got flagged as a thief. Yeah, I get that I was the new guy in town and poor but there are dozens of people living there, outsiders and villagers and noone saw me enter or leave the village.
Warhorse fixed the stealth system in one of the early patches and when I replay the game now it works 10 out of 10 times. Saying that all the play testers wrongly thought the stealth and crime mechanics were broken is cope, it was definitely broken in the earlier patches so was the reputation system. (Still is buggy to some extent)
Another point of contempt I have with the system is that once you have good charisma and repution you can basically do whatever you want as lo g as noone outright catches you red-handed. The game becomes way too easy then, you are never searched by guards, never suspected of anything cause 'he's rich'. Might be realistic to some extent but boring as heck and getting good reputation and 30 charisma is waaay too easy.
