First of all Feebas regularly makes an appearance in special events so while it is "rare" it isn't as rare as the many pokemon locked in 10 k eggs (looking at you Larvesta). Secondly it doesn't take that long to walk/collect rare candies to evolve a Feebas. Maybe a year if you are completely lazy and don't use any rare candies in the Feebas

You know what actually is hard, evolving Larvesta. You know what I have... A Volcarona. I also have like 300 Feebas Candy right now from random events and I have evolved three Feebas in my day.
