I don't know but, imho, I think Once Human should have an honorable mention for it has a fairly Realistic rain. I don't know much about the rest of the weather for I have only just started playing it. But one of the first things I noticed was how the rain interacted with the ground almost looked like the real thing. Now if we can get game mechanics where the rain and weather affect your hair and clothing. It would be neat to see your hair gradually go from your normal groomed look to a wet and disheveled look same with clothing.
