Again, Celebi works here as a support for Decidueye EX and Meowscarada in Pokemon TCG Pocket. This deck is a nightmare for EX Pokemon cards since it has Meowscarada, who deals heavy damage to them. On top of that, Decidueye EX can snipe benched Pokemons, dealing decent damage. What makes this deck worse for your opponent is putting at least one Celebi to add another layer of offense, where Celebi can target evolved Pokemons and defeat their earlier stages.
Most Stage 2 and Stage 1 Pokemon cards get an enormous amount of HP when they fully evolve, especially the EX ones. Here is where Celebi comes into play. The best way to use Celebi is by attacking after Decidueye EX or Meowscarada delivers the first blow. This will cause damage to the evolved Pokemon, and Celebi will just strip the evolution, making the devolved Pokemon deal with all the damage, which most likely will result in them falling.
For example, Decidueye EX has 170 HP while Dartrix and Rowlet have 80 and 60 HP, respectively. So, if Decidueye EX gets devolved by Celebi’s attack while having 80 damage on it, Dartrix with 80 total HP will have zero remaining HP, which will defeat the card and put the Dartrix on the discard pile, possibly removing the chance of Decidueye EX returning to the field.
