Part 1 of The Hidden Treasure of Area Zero expansion pack for Pokemon Scarlet & Violet included new school uniforms and accessories. In the Teal Mask DLC, trainers can visit the land of Kitakami, which is home to a new adventure, new characters, and more Pokemon to catch. Once they've received a certain key item, players can buy new accessories from the stores in Paldea.
One of the accessories that trainers will notice as they play through the DLC are the festival masks. Scarlet/Violet trainers won't be able to buy them immediately. However, they'll unlock at the festival after some progress has been made in the Teal Mask's story.

Can You Get Festival Masks Before Completing Teal Mask's Story?
Once players find the second signpost and defeat Kieran at the Ogre's Den on Oni Mountain, they'll be invited to the Festival of Masks at Kitakami Hall. Once this happens, go to Carmine and Kieran's house. This will unlock a new outfit (Festival Jinbei (Green)), a new hairstyle, and players will receive the Teal Style Card from Kieran and Carmine's grandmother. This is a key item that allows trainers to get new hairstyles and apparel in Paldea.
Trainers will need to battle Carmine before they can head towards Kitakami Hall. Unfortunately, it's impossible to buy the masks during the festival itself. However, from the following day onwards, trainers can return to Kitakami Hall and buy several different masks from the vendor.
In short: While it's entirely possible to get a festival mask before completing the DLC story, players won't be able to buy them at the actual festival. If the vendor's speech bubble isn't yellow (indicating that the masks are for sale), progress through the story a little more, then return to Kitakami Hall to try again.
Festival Masks Location
It's not that difficult to find the festival masks stall. It's the third stall on the right (from the entrance gate), so trainers can't miss it. Again, the text bubble won't be yellow on the festival's first night. Fortunately, after this part of the story, trainers can visit the stalls no matter the time in Kitakami.
Every Mask in Kitakami (& How to Wear Them)

As one would expect, the masks function as a "hat/head" accessory. Trying to wear hats or headbands is a no-go while the player character has a mask equipped. Here's how to change outfits/accessories in Scarlet/Violet:
- Tap left on the directional pad to open the customization screen.
- Tab over to the hat icon, and scroll down to the purchased mask.
- Select A to wear it, then press B-button to exit, or (+) to change the physical look of the player character.
