Drampa is a Normal/Dragon-type Pokemon introduced in Pokemon Sun and Moon. It's back in Pokemon Legends: Z-A, and trainers can find it in one of the Wild Zones, but it's not accessible until much later in the story. So if you plan to have one in your party early on, you'll just have to trade with a friend who's willing to part with theirs.

How to Catch Drampa in Pokemon Legends Z-A
You can find Drampa in Wild Zone 19 in Pokemon Legends: Z-A. And yes, being one of the last Wild Zones to unlock, you won't gain access until you reach Main Mission 30 (Reaching Rank B). You can also find an Alpha
Drampa in Wild Zone 20 later on, but it's much harder to find and catch.
As far as where Drampa shows up in Wild Zone 19, players report that it will only appear in the first few minutes of the day, so you theoretically should rest on a nearby bench and make it morning before going into the wild area. For us, it showed up near the fancy gazebo in the middle of the Zone (the area isn't that large, so it shouldn't be an issue).
If it still doesn't show up, try changing the time to daytime again and searching again.
How to Get Drampa's Mega Stone (Drampanite) in Pokemon Legends Z-A
If you plan on using Drampa in your battle party and are interested in Mega Evolving, you'll need to get your hands on Drampanite.
You'll be able to purchase the Mega Stone from Quasartico for 360 Mega Shards (you can get these by breaking those purple crystals all over Lumiose City with your Pokemon). If you're not seeing the stone in the shop, you'll need to progress further into the main storyline.
To Mega Evolve, make sure to actually equip the stone to your Drampa. Once the meter fills in battle, you can click down on the right control stick, and Drampa will transform!
