Pokemon GO players don't need to worry about Rayquaza IVs going forward, as it's been discovered that the Legendary Pokemon's stats do not have a discernible effect on gameplay at a certain level. In Pokemon GO, players may acquire Rayquaza and its evolution, Mega Rayquaza, from limited-time Raid battles and by trading with other Pokemon Trainers.
Mega Rayquaza made its return to Pokemon GO on June 29 as part of a new Elite Raid event. However, the event launched with major bugs, and Niantic announced a rerun event would be held on August 3 without the Elite Gym requirement. Although players had trouble gathering Mega Energy during the rerun event, the event still gave more players the opportunity to obtain Mega Rayquaza than ever before. Fortunately, players have an easier time obtaining the base Rayquaza, and they shouldn't have to worry about the Pokemon's stats either.

With the help of Reddit user rtboyce, Shandriel conducted research on Rayquaza IVs and shared their results with the Pokemon GO subreddit, revealing that the Legendary Pokemon's stats do not have an impact on the outcome of battles after a certain point. Specifically, there's a very minuscule difference in power between a Rayquaza with a 10/10/10 IV stat distribution and a Hundo Rayquaza, which has perfect attack, defense, and HP stats. This seems to apply with Mega Rayquaza in Pokemon GO as well, since it will take the same damage and deal the same attack damage to opposing Pokemon within this IV range. At most, the damage difference will be very small when facing Pokemon like Mega Tyranitar, and it will not affect the outcome of the battle.
Pokemon GO Fan's Research Shows Players Don't Need to Worry About Rayquaza IVs
Since Rayquaza can learn Air Slash or Dragon Tail, the attack IV will not matter for most Raid battles in Pokemon GO, according to tests done by Shandriel. These tests were conducted against Primal Groudon, Primal Kyogre, and Mega versions of Charizard, Moltres, and Tyranitar. In addition, the test's results show that defense IVs and maxing Mega Rayquaza to level 51 will not have an effect against the aforementioned Primal and Mega Pokemon.
Since Rayquaza and its Mega form are already very powerful, players will not need to worry about capturing one with a very specific stat distribution that favors attack, defense, or HP. Hundo Pokemon in Pokemon GO will still be sought after for their impressive stats, however. Shiny Hundo Pokemon are especially unique due to their very low encounter rate, and upcoming Community Day events and other limited-time Pokemon GO events offer boosted encounter rates that increase the chances of catching such a Pokemon.
