They explain that Niantic has significantly increased the energy that raid bosses generate when hit by trainers, which allows them to use Pokemon GO's charged moves more often. A second Reddit post recounted the experience of battling the Legendary, which used Blizzard “every two seconds,” making it quite hard to keep their team alive for long.
Pokemon GO Changes How Raids Work, Makes Players Unhappy
In addition to the two posts, it's not hard to find other players frustrated by the frequency with which Hoenn's Legendary Pokemon manage to use Blizzard during raid battles. In the comments section, one Redditor said they were in a group of five level 40 players with Kyogre counters, but they barely took it down. Another Redditor said that it took a group of eight people to defeat Kyogre with 80 seconds to go, and that teams still had to be revived a few times.
Through its official support Twitter account, Niantic addressed the controversy by revealing that it had reduced the difficulty of raids by decreasing the frequency with which bosses use charged attacks. Editing its post, the OP says that the changes are not yet noticeable, with Pokemon still spamming charged attacks constantly.
