In Pokemon Brilliant Diamond and Shining Pearl, players will eventually gain access to two NPCs that can help a trainer mess around with their Pokemon's moveset. The Move Deleter in the Sinnoh region can remove any attack from any Pokemon for no fee at all. On the flip side, the Move Tutor can re-teach any Pokemon a previous move that players didn't choose for the Pokemon. So if a player has a level 60 Infernape, for example, players can take it to the Move Tutor and have it learn something like Fire Spin or Acrobatics. However, the Move Tutor requires a Heart Scale for each taught move.

Pokemon Move Deleter Location in Brilliant Diamond and Shining Pearl
The Move Deleter can be found inside of a small home behind the Poke Mart in Canalave City. This is the city where players will obtain their sixth Gym badge from Byron, the Steel-type leader.
Pokemon Move Tutor/Reminder Location
The Move Tutor in Pokemon Brilliant Diamond and Shining Pearl is located in Pastoria City, inside a small house near the lake by the Poke Mart. As previously mentioned, the man in Pastoria City won't re-teach a move for free. He requires Heart Scales from the players first.
How to Get Heart Scales
There's one invisible Heart Scale on both Route 212 and Route 214. Players will need to use the dowsing item finder app on the Poketch or just keep pressing A to pick it up. The two locations for the Heart Scales can be seen in the images down below. The first one is Route 212, and the Heart Scale is to the left of Honey Tree by a trainer with a pink parasol.
This second one is on Route 214, near some stairs and tall grass. The best way to get here is to enter the Route from Veilstone City to the north.
Besides these two locations, there's also a chance for Pokemon trainers to find Heart Scales in the Grand Underground by mining the shiny spots on the walls.
