The easiest way to get a piece of Wild-Caught Sashimi is to buy it from Grayson's Weapons at Sea, a vendor that is floating in the ocean in the southeast corner of the Honolulu map. Indeed, this vendor sells the item for just $1.60, and his precise position has been marked on the map that is above.
Grayson's Weapons at Sea also sells Wild-Caught Fried Shrimp, which can be used to recruit Squid Hunter Kennosuke in Pirate Yakuza in Hawaii. That item can also be purchased from Nolan's Boat, another floating vendor in the ocean beyond Aloha Beach. However, Nolan's Boat does not stock Wild-Caught Sashimi, and players must visit Grayson's Weapons at Sea if they hope to purchase it.
Ocean
As players swim toward Grayson's Weapons at Sea, they will find that there are many fish swimming in the water. Players can catch those fish by approaching them and pressing the "catch" input, and Majima will occasionally come up with a Wild-Caught Sashimi. That said, the item seems to be quite rare, and players may catch a couple dozen fish without ever seeing a Wild-Caught Sashimi.

With a piece of Wild-Caught Sashimi in hand, players should make their way to Riverside Walk, just east of the Anaconda Shopping Center, and give the item to the dog's owner. This action will prompt a short conversation, and the dog, the Gourmand, will join the Goro Animal Kingdom when that chat comes to an end.
With respect to what players can earn by visiting the Gourmand once he returns to Rich Island, the dog produces several different types of fish. While there is certainly no shortage of opportunities for procuring fish in Like a Dragon: Pirate Yakuza in Hawaii, the Famished Dog is definitely one of the cutest options.
