Tempest Riko (or Wind Tempest) was added to the Persona 5: The Phantom X Global server in Version 3.2. She's an awakened version of the Wind, the four-star Navigator ally of Wonder's Phantom Thieves. Instead of another Elucidator unit, she becomes a five-star Strategist ally for the Protagonist and specializes in casting buff effects on her team. As a Wind unit, she's also capable of casting an ailment and a debuff on an enemy target in battle.

Tempest Chiyome's third skill, Blossoming Season, is the main focus for her skill upgrade in Persona 5: The Phantom X. This skill enhances your main DPS's Crit Rate, Attack, and Crit Damage stats for the next two turns. The higher the SP pool of the awakened Persona, the higher the buff effects apply in combat.
Next, upgrade the Tempest Chiyome's Storm or Petals and Arrival of Spring skills. Enhancing the Storms of Petals skill is useful when facing a single target, like a boss enemy or an elite shadow. It also inflicts the Windswept ailment and Falling Petals debuff on the same target. Meanwhile, Arrival of Spring is effective against several enemies. Also, it helps the party recover SP, including Tempest Riko.
Thief Tactics is focused the least on Tempest Chiyome. Although the buff effect has a lesser impact, it still provides an Attack boost to its ally target while also helping recover SP for the party.
You can upgrade Thief Tactics to at least Level 8 if you are limited on training materials for Tempest Chiyome.

This skill rotation is meant for multi-element teams featuring Tempest Riko as your support teammate. It is usable against a single or multiple foes. Even at Awareness Level 1, this skill cycle is applicable in combat. When Tempest Chiyome's Highlight skill is available, activate it during her turn before utilizing her manual skill. Continue switching between Blossoming Season and Arrival of Spring for the rest of the battle.
Tempest Riko can also use this skill rotation at Awareness Level 6, as her Blossoming Season buff skill now applies to the entire party.

This removes the Wind attribute damage restrictions of the Phantom Thief's first skill, Storm of Petals. It also upgrades the effects of her first skill, Arrival of Spring, through increased Attack of Sweeper units, such as Joker and Panther.
High-investment players can attain Awareness Level 6, known as Full Blossom. This skill changes Blossoming Season's buff from a single ally to a party effect. It also extends the Falling Petals debuff from 2 to 3 turns. Furthermore, it increases the Critical Damage of each party member when they deal damage to an enemy.
You can acquire Tempest Riko at Awareness Level 0 and wait for future events that will grant you a duplicate copy of her, such as Anniversary events.

SP Recovery and Crit Multiplier are Tempest Riko's must-have stats for her Space and Heaven Revelation Cards. Specifically, the Phantom Thief should have a Crit Multiplier or Critical Damage main stat in her Heaven Star Card. Then, her Heaven Planet Card should feature an SP Recovery Percentage main stat. Riko's Heaven Moon Card main stat options are flexible, but they should still contain SP Recovery and Crit Multiplier substats.
As for other suggested substats for the female Phantom Thief, they can be Ailment Accuracy, Speed, HP Percentage, and Defense Percentage. HP and Defense substats are essential for her survivability, while Speed helps reach her optimal turn order. Lastly, Ailment Accuracy or Effect Hit Rate helps Tempest Riko in successfully inflicting targets with Windswept ailment, especially at Awareness Level 1.
