Tempest Riko (or Wind Tempest) was added to the Persona 5: The Phantom X Global server in Version 3.2. She's an awakened version of the Wind, the four-star Navigator ally of Wonder's Phantom Thieves. Instead of another Elucidator unit, she becomes a five-star Strategist ally for the Protagonist and specializes in casting buff effects on her team. As a Wind unit, she's also capable of casting an ailment and a debuff on an enemy target in battle.

Tempest Chiyome's third skill, Blossoming Season, is the main focus for her skill upgrade in Persona 5: The Phantom X. This skill enhances your main DPS's Crit Rate, Attack, and Crit Damage stats for the next two turns. The higher the SP pool of the awakened Persona, the higher the buff effects apply in combat.

Next, upgrade the Tempest Chiyome's Storm or Petals and Arrival of Spring skills. Enhancing the Storms of Petals skill is useful when facing a single target, like a boss enemy or an elite shadow. It also inflicts the Windswept ailment and Falling Petals debuff on the same target. Meanwhile, Arrival of Spring is effective against several enemies. Also, it helps the party recover SP, including Tempest Riko.

Thief Tactics is focused the least on Tempest Chiyome. Although the buff effect has a lesser impact, it still provides an Attack boost to its ally target while also helping recover SP for the party.

You can upgrade Thief Tactics to at least Level 8 if you are limited on training materials for Tempest Chiyome.

This skill rotation is meant for multi-element teams featuring Tempest Riko as your support teammate. It is usable against a single or multiple foes. Even at Awareness Level 1, this skill cycle is applicable in combat. When Tempest Chiyome's Highlight skill is available, activate it during her turn before utilizing her manual skill. Continue switching between Blossoming Season and Arrival of Spring for the rest of the battle.

Tempest Riko can also use this skill rotation at Awareness Level 6, as her Blossoming Season buff skill now applies to the entire party.

Furthermore, this skill cycle is effective against a single enemy, such as main story bosses or elite shadows. Again, unleash Tempest Chiyome's Highlight skill in her turn. Same as above, cycle between her Blossoming Season and Storm of Petals skills in combat.

Always check the recipient of Tempest Riko's third Support skill, Blossoming Season, before applying Crit Rate, Crit Damage, and Attack buffs.

Colors of Dawn is Tempest Riko's best Awareness skill to unlock in Persona 5: The Phantom X, especially for low spenders. This removes the Wind attribute damage restrictions of the Phantom Thief's first skill, Storm of Petals. It also upgrades the effects of her first skill, Arrival of Spring, through increased Attack of Sweeper units, such as Joker and Panther.

High-investment players can attain Awareness Level 6, known as Full Blossom. This skill changes Blossoming Season's buff from a single ally to a party effect. It also extends the Falling Petals debuff from 2 to 3 turns. Furthermore, it increases the Critical Damage of each party member when they deal damage to an enemy.

You can acquire Tempest Riko at Awareness Level 0 and wait for future events that will grant you a duplicate copy of her, such as Anniversary events.

4-Set Worry Effect

Tempest Riko and Chiyome's best-in-slot Revelation cards consist of Creation and Worry cards. The Space card, Creation, provides an SP boost to the Wind, which enhances her Blossoming Season buff effect. Meanwhile, the Worry Heaven cards help the activation of the female Phantom Thief's Highlight skill, while also providing her with another SP Boost in combat. This card is suitable for any combat events and game modes, such as Velvet Trials' Challenge Battles, Trials from the Sea of Souls, Gates of the Nightmare Catcher, Trials of Astrolabe, and Tartarus Challenge.

Make sure you reach up to 388% SP Recovery Percentage to maximize the buff effects of Riko in battle.

4-Set Control Effect

  • When attacking a skill, deal 8% of own HP as a bonus damage to the target.

For early game options, players can temporarily equip the Departure and Control cards. The Departure Space card casts a Defense Down effect on an enemy target, while the set of Control Heaven cards gives Tempest Riko and HP Boost. In addition, a portion of the Phantom Thief's HP can be used to deal extra damage to a single foe. When it comes to game modes, it is effective for clearing the early levels of Velvet Trials' Challenge Battles, Metro of Desire, and Thieves' Secrets.

If Tempest Riko is no longer using her Departure and Control cards, you may transfer them to other units such as Riddle, Key, or Soy.

SP Recovery and Crit Multiplier are Tempest Riko's must-have stats for her Space and Heaven Revelation Cards. Specifically, the Phantom Thief should have a Crit Multiplier or Critical Damage main stat in her Heaven Star Card. Then, her Heaven Planet Card should feature an SP Recovery Percentage main stat. Riko's Heaven Moon Card main stat options are flexible, but they should still contain SP Recovery and Crit Multiplier substats.

As for other suggested substats for the female Phantom Thief, they can be Ailment Accuracy, Speed, HP Percentage, and Defense Percentage. HP and Defense substats are essential for her survivability, while Speed helps reach her optimal turn order. Lastly, Ailment Accuracy or Effect Hit Rate helps Tempest Riko in successfully inflicting targets with Windswept ailment, especially at Awareness Level 1.

Riko Tanemura's turn order in battle should be first or second, which means having multiple Speed substats on her Space and Heaven Revelation cards.

  • After using a skill on ally, increase all allies' Critical Damage by 13.2% beside Tempest Riko for 2 turns.

4★ Sparrow's Leap

Parasol

At Forge Level 0:

  • Increase Attack by 12%.
  • When user restores SP with a skill, increase own Critical Damage by 8.7% for 2 turns.
  • Stacks up to 2 times.

High spenders can pull Tempest Riko's signature weapon, Windplum Dance, to increase her Critical Damage stats, as well as provide more buff effects to her party. Also, the recipient of her buff support skills will gain another Critical Damage boost for more than one turn. Obtaining this five-star weapon will also lessen the Stamina needed for crafting Revelation cards with optimal levels of Crit Multiplier substats.

As for free-to-play users, they can settle with Sparrow's Leap provided they reach the minimum values of Tempest Riko's Crit Multiplier and SP Recovery Percentage. The Phantom Thief should have at least 418% Crit Multiplier and 388% SP Recovery stats in battle. They can also reach higher levels by leveling Mindscape skills. This weapon is also obtainable from four-star weapon cases.

Tempest Riko's five-star Parasol weapon, Windplum Dance, will eventually become available for purchase at Munehisa Iwai's weapon shop in Version 4.0 for 20 Purple Salamander Coins instead of 10.

Persona 5 Phantom X How to Change and Upgrade Weapons
