The story of Persona 3 Reload is the same as the original, by and large, but the remake has added some new, optional cutscenes that give more personality to the characters. How to Get the Hell Biker Item
On 9/2, Shinjiro Aragaki rejoins SEES, and starting on 9/3, you can bring him to Tartarus and use him in Arcana boss fights. Like most party members, Shinjiro doesn't have a Social Link, but you can still hang out with him on several days in September.
To start this sequence, go speak to Mitsuru on 9/4 or any of her normal hangout days (Monday, Wednesday, Friday). Doing so will pass the time.
You must then meet with Shinjiro alongside other SEES members on three more days in September. Be sure to check your phone every day to see when these opportunities arise. Just like the first meeting, you'll be using up your daytime slot with these conversations. If you take every opportunity available, you should be able to complete this sequence by 9/14. If you don't, your deadline is 10/2.
During the third event, Shinjiro will give you a leave extension form that will let him continue to stay out of Gekkoukan High School. The last event happens when you give this form to Mitsuru, but you can choose to reconsider and give it back to Shinjiro. Giving it back to Shinjiro is what will let you fuse Hell Biker in the near future.
On the evening of 10/5, or any evening after that, you can enter Shinjiro's room at the dorm. Interact with his desk to retrieve his equipped items, and if you gave Shinjiro the form, Mitsuru will show up and help you find the key item Incomplete Form. By holding this item, you gain the ability to fuse Hell Biker.

What Does Hell Biker Offer?
Hell Biker is a Hanged Man Persona with good Strength, Magic, and Endurance, but average Agility and bad Luck. It reflects Fire and Wind, but it's weak to Light. It starts as level 65, which means it'll probably be November or later by the time you can create it. One fusion combination that works is Norn (Fortune) and Kikuri-Hime (Priestess).

Bloody Charge is an unusual skill for Hell Biker since it boosts your physical attack, but the Persona doesn't have any physical skills. If you want to make good use of this skill, you should either give Hell Biker a physical skill with a card or the right fusion, or simply switch to a Persona every other turn who can use physical skills.
