The Crazy Twins boss can be found only within Monad Doors in Persona 3 Reload's Tziah Block of Tartarus. Specifically, you can find it from Floor 145 to Floor 154. During the playthrough for this guide, the Crazy Twins ended up being on Floor 149.
The Crazy Twins are only one boss, so you'll only have to focus on one enemy's weaknesses to knock them down for an All-Out Attack. You can also take a visit to the Fortune Teller in Club Escapade to purchase a Soul Fortune, which will increase the rate at which your Theurgy Gauges will fill.

Crazy Twins Weakness in Persona 3 Reload
Once you've found the Crazy Twins in a Monad Door, these are all of its weaknesses and resistances to pay attention to:
- Weak: Slash
- Resist: Pierce, Light
- Null: Fire, Wind
For this fight, you'll want to solely use Slash attacks to exploit the Crazy Twins' weakness. There are a lot of characters that use Slash damage for their normal attack, including Koromaru, the main character, Junpei, and Mitsuru. Junpei will have the most Slash attacks available, so he is a good option to bring along, as well as Koromaru.
The Crazy Twins also have the ability to buff themselves, so you'll want to bring along some consumables to debuff them. Alternatively, you can use abilities such as Dekaja, Matarunda, and Rakunda. You can bring along Akihiko to use Matarunda against the Crazy Twins and decrease their Attack stat.
Junpei also can buff your team's Defense with Marakukaja, which will be incredibly useful in a pinch.
