Locked chests appear all over Tartarus in Persona 3 Reload, and they'll require Twilight Fragments to open. The location of locked chests on the regular floors of Tartarus will disappear when you leave, but the chests on floors with the Gatekeeper Shadows are permanent. The treasures on Gatekeeper Floors usually contain exclusive armor and weapons. You will need to unlock one of these Gatekeeper Floor-chests to get the Ote-gine Spear, which is used for completing one of Elizabeth's Requests in Persona 3 Reload.

How to Unlock Ote-gine Spear in Persona 3 Reload
Ote-gine Spear Stats & Weapon Class
On Floor 143 (Tziah Block), you will have to defeat the Isolated Castle Gatekeeper. This Shadow is powerful and can only be harmed with Slash, Strike, or Pierce. It will null/block any magic, so your best strategy is to bring teammates (i.e, Aigis, Akihiko, Shinjiro) and Personas with physical skills. You'll want Personas that can Buff and Debuff your team, and having a healer (or Yukari) can greatly help as well.
Once you defeat the Isolated Castle, you'll find three treasure chests across from the Monad Passage door. The one in front of the 'waterfall' contains the Ote-gine. You will need three Twilight Fragments to open the locked chest.
The best way to farm Twilight Fragments is to work on Social Links, but sometimes Elizabeth will warn you of a cat that's wandered into Tartarus. These stray cats always have Twilight Fragments, so it's best to track them down when you can. There are also blue crystallized shadows that occasionally spawn on Tartarus floors. Breaking them will net you a Twilight Fragment as well.
If you can't get the Ote-gine the first time you reach Floor 143, then don't worry. The Ote-gine chest won't disappear since it's on a Gatekeeper Floor, meaning you'll have time to gather some Twilight Fragments before your next Tartarus-run.
