There are a lot of Personas that have the ability to evolve into a more powerful Persona, similar to Orpheus and the ultimate Messiah. Early on in Persona 3 Reload, you'll have the chance to pick up Jack Frost, which you can unlock through Shuffle Time or fusion. This Persona is the weaker version of King Frost.
King Frost will require a few prerequisites to be able to fuse it, but the Persona is one of the best that you can have, especially early on in the game. This guide will go over everything you need to do, including some required Personas that can be used to fuse King Frost.

How to Unlock King Frost in Persona 3 Reload
To be able to unlock the ability to fuse King Frost, you will first need to complete a request from Elizabeth. This will be Request #22, 'Shadow Hunting Milestone #3'. This request will require you to defeat at least 300 Shadows within Tartarus.
It doesn't matter which Shadows you choose to battle so long as you defeat a total of 300. If you're regularly visiting Tartarus, you should have no problem reaching this milestone. Once you've completed the request, return to Elizabeth, and she'll give you 3 Beads, and you'll now be able to fuse King Frost as well.

How to Fuse King Frost in Persona 3 Reload
Once you've completed Elizabeth's request, you'll be able to fuse King Frost in the Velvet Room. Here are a few different combinations you can utilize to make the Persona:
- Jack Frost (Magician) + White Rider (Strength)
- Slime (Fool) + Shiki-Ouji (Chariot)
- Mothman (Hermit) + Rakshasa (Strength)
- Narcissus (Lovers) + Power (Justice)
- Gabriel (Empress) + Angel (Justice)
Though you can use any of these combinations, we will be focusing on the Slime and Shiki-Ouji combination since Slime can already be easily found through Shuffle Time in the Arqa Block of Tartarus. You can also fuse Slime by using one of the combinations below:
- Pixie (Lovers) + Onmoraki (Hermit)
- Omoikane (Hierophant) + Angel (Justice)
- Jack Frost (Magician) + Inugami (Hanged)
As for Shiki-Ouji, you can easily combine some Personas to make it. Here are a few suggestions for you to use:
- Surt (Magician) + Pixie (Lovers)
- Gabriel (Empress) + Forneus (Emperor)
- Legion (Fool) + Seiryu (Temperance)
This Persona should be easy to create as well, especially since you can find Pixie and Forneus in the Thebel Block through Shuffle Time. Once you have the required Personas you need, visit the Fusion Search section in the Velvet Room, and you should be able to find King Frost. The Persona will most likely be around level 34 to 38.
