In Paper Mario: The Thousand-Year Door, you'll want to be consistent in leveling up your Badge Points (BP) and collecting badges, which unlock different abilities that can help in battle. You'll find badges in the overworld, or you can buy them from certain vendors. However, most of these unlock after you've visited the Thousand-Year Door. The Pretty Lucky badge is one that you can obtain before Mario formally starts his quest. Pretty Lucky is a good "beginner" badge due to its effects in battle. As you level and unlock more badges, you can swap Pretty Lucky out for something stronger.

Where to Find Pretty Lucky
Rogueport Underground (East)
Pretty Lucky is found in an invisible red? Block in Rogueport Underground (East). Take the warp pipe outside Professor Frankly's house, and head for the large room with the block that can be broken by the Super Hammer. Breaking the block will reveal a spring that can take you up the platform to the Thousand-Year Door.
The red? Block is across from the room with bars. Have Mario jump around and he'll eventually hit the block, unlocking the Pretty Lucky badge. Refer to the above image for the exact location.
Pretty Lucky is a weaker version of Lucky Day and requires 2BP to wear. This badge will make it harder for enemies to hit Mario in battle. Sometimes, when an enemy attacks Mario, they'll miss and a "LUCKY" notification will appear. Of course, if you're playing the Happy Lucky Lottery, you can replace Pretty Lucky with Lucky Day. However, given Pretty Lucky is a badge you can get before the first boss (Hooktail), it's recommended you equip it on a new playthrough.
You can increase the chances of the enemy missing by equipping more than one Pretty Lucky.
If you want another Pretty Lucky, you'll have to get it from enemies. It's a low hold/drop rate, so it may take a few battles until one turns up. The following enemies carry Pretty Lucky (can be found in Rogueport or Glitz Pit):

Where to Find Pretty Lucky P
Buy for 150 Coins
It should be noted that Pretty Lucky's effects only work on Mario. They will have no influence on his current partner in-battle. To fix this, you'll need to get the Pretty Lucky P badge. Unlike this one, Pretty Lucky P can be bought or dropped from certain enemies.
Once you clear Chapter 2, you can go to the Lovely Howz of Badges to purchase Pretty Lucky P for 150 Coins. Lovely Howz of Badges can be reached by going through the left door on the second floor of Rogueport's Inn. If the badge isn't on display, you can check the bin at the end of the counter to grab it there.
Just like Pretty Lucky, Pretty Lucky P has a low chance of the enemy missing when attacking Mario's partner. It can be stacked with other Pretty Lucky P badges to further enhance its effect. You'll need 2BP to equip it.
