Dragon Ball's power-scaling reaches genuinely insane heights by Dragon Ball Super. With the introduction of Gods of Destruction, Angels, warriors from other universes, and the strongest fusions the series has ever featured, Power Levels in Dragon Ball Super are leaps and bounds higher than they ever were in Dragon Ball Z. Dragon Ball Super's most powerful characters aren't just strong, they're downright overpowered.

In the grand scheme of things, even Ultra Instinct Goku and Ultra Ego Vegeta are small-fry compared to what other Dragon Ball Super characters are capable of. Some characters have barely trained their whole lives, but are pulling off feats Goku and Vegeta have spent their whole lives training just to barely achieve. In a series where just about everybody is a planet buster, the fact Dragon Ball Super has so many OP characters really speaks to how out of control Power Levels have gotten.

7 Not Even Ultra Instinct Goku Could Beat Jiren Fair & Square

Jiren was the single strongest character who fought in the Tournament of Power. Even with Goku unlocking Ultra Instinct, he wasn't strong enough to beat Jiren by himself. In the end, Ultra Instinct gave out on Goku and he was forced to defeat Jiren not through raw power, but by teaming up with Frieza and Android 17 in order to strategically eliminate Jiren. Even then, the only reason Jiren lost was because Universe 7's remaining fighters spent most of the tournament trying to wear him down.

The fact Jiren was able to withstand battles with Ultra Instinct Goku, Super Saiyan Blue Evolution Vegeta, Frieza, and Android 17 puts him in a league of his own as far as mortals go. In typical Dragon Ball fashion, Goku and Vegeta have almost certainly surpasses Jiren as of Dragon Ball Super: Super Hero, but at the end of the original Dragon Ball Super anime, Jiren was the strongest non-God character in the series, and it wasn't even close.

6 Legendary Super Saiyan Broly is So Strong, Only Super Saiyan Blue Gogeta Could Stop Him

At full power, Broly is the most overpowered Saiyan in Dragon Ball Super – even stronger than Ultra Instinct Goku, Ultra Ego Vegeta, and Gohan Beast. The problem with Broly is that he can't control his Legendary Super Saiyan form, let alone trigger it as of Dragon Ball Super: Super Hero. Once he finishes his training, however, he'll be more or less unstoppable. In Dragon Ball Super: Broly, Base Broly is strong enough to fight evenly with Super Saiyan God Goku & Super Saiyan God Vegeta.

Since Broly only grows more powerful the longer he fights, he ends up even stronger than Super Saiyan Blue Goku and Super Saiyan Blue Vegeta once he unlocks his own version of Super Saiyan. The fact Broly can fight two of the strongest warriors in the multiverse without having access to God Ki should be an impossible feat, but he's even strong enough to pose a real challenge to Gogeta. No character in Dragon Ball Super has more potential than Broly, which is saying something considering he lived his whole life on Vampa. A Broly who had access to the same training Goku and Vegeta have had would realistically be Angel-tier in terms of Power Level.

5 Super Saiyan Blue Gogeta is the Strongest Fusion in Dragon Ball History

Goku and Vegeta's rivalry is so powerful, that anytime they fuse, their fusions actually get a massive Power Boost that goes beyond the regular Fusion Multiplier. This is the reason why Vegito was so much stronger than Super Buu in Dragon Ball Z, and why Gogeta is now the strongest canon fusion in Dragon Ball Super. Dragon Ball Super: Broly finally made Gogeta canon in the movie's final battle against Broly.

15 Strongest Dragon Ball Super Characters Who Can Turn Super Saiyan, Ranked

As of the Tournament of Power, there are now 15 Dragon Ball Super characters who can turn Super Saiyan – some stronger than others, of course.

While Base Gogeta and Super Saiyan Gogeta weren't strong enough to defeat Broly, Super Saiyan Blue Gogeta is another matter entirely. Gogeta Blue is so powerful, he was able to break the very fabric of the universe and fight Broly in another dimension before breaking his way back out. Akira Toriyama's original script for the movie had Gogeta fighting and beating Broly on the literal sun, a power-scaling feat that should be impossible for any Saiyan. Since the Dragon Ball Super anime remake will be based on Toriyama's original script and notes, it's entirely possible a Dragon Ball Super: Broly remake will take Super Saiyan Blue Gogeta to the sun, making him even more overpowered than he currently is.

4 Beerus is the Definition of Overpowered in Dragon Ball Super

No matter how strong Goku and Vegeta become, Beerus is always one step ahead of them. Beerus is not only the God of Destruction of Universe 7, he is the strongest God of Destruction in Dragon Ball Super. In the manga's version of the Universe Survival Saga, all the Gods of Destruction put on an exhibition for Zeno, which ends with Beerus being the last man standing. Not just that, Beerus is the only God of Destruction capable of using Ultra Instinct.

Beerus is so strong, he was ready to defeat Moro for Goku before he had to leave the battlefield – and he would have easily won if he got the chance to fight. Dragon Ball Super has to constantly find ways to get Beerus out of the picture so that he doesn't solve every problem for Goku and Vegeta, like having him babysit Bulla during Dragon Ball Super: Broly. As of Dragon Ball Super: Super Hero, Beerus is still far ahead of both Goku and Vegeta.

3 Black Frieza One-Shot Ultra Instinct Goku, Ultra Ego Vegeta, and Gas in Less Than Three Pages

As of the Granolah Saga, Frieza is once again the strongest mortal in Dragon Ball, a title he hasn't held since Goku turned Super Saiyan on Namek all the way back in Dragon Ball Z. Following the events of Dragon Ball Super: Broly, Frieza leaves Universe 7 and begins exploring the multiverse. During his travels, he finds a Hyperbolic Time Chamber in another universe that he spends roughly 10 years training inside. During his training, Frieza develops a new form that far surpasses Golden Frieza: Black Frieza.

5 Dragon Ball Super Characters Stronger Than Ultra Instinct Goku

As of Dragon Ball Super: Super Hero, Ultra Instinct Goku is weaker than his rival, his son, and even the series' next main villain.

Black Frieza is so powerful, he kills Gas in a single attack, and then knocks both Ultra Ego Veget and Ultra Instinct Goku out with one blow that neither Saiyan is fast enough to dodge. Black Frieza only lets Goku and Vegeta live because they aren't his target, and they're so much weaker than him, they wouldn't be able to put up a fight. Dragon Ball Super has never featured an enemy as strong as Black Frieza, and the Z-Fighters are in for an uphill battle once the Black Frieza Saga finally begins.

2 It's Still Not Clear Just How Strong Whis Really Is

As an Angel, Whis isn't allowed to interfere with Universe 7’s greatest threats, but we will bend the rules occasionally to train Goku and lend Earth a helping hand (within reason). Whis has some of the most impressive feats in Dragon Ball. In Dragon Ball Super: Broly, he effortlessly dodges all of Legendary Super Saiyan Broly’s attacks, something not even Super Saiyan Blue Gogeta could do. In the Moro Saga, Whis blocks a blow from Planet Moro that only Mastered Ultra Instinct Goku just barely reacts to, all while carrying out a casual conversation.

For what it’s worth, Whis is not unique in this respect: all Angels are overpowered, including (and especially) the Grand Priest. Even the weakest Angel in Dragon Ball Super would be powerful enough to defeat the strongest mortal without any real effort. Ultra Instinct may be an angelic technique, but Goku is nowhere close to matching Whis or the Angels in terms of Power Level.

1 Zeno is the Strongest Character in Dragon Ball History & It's Not Even Close

No Dragon Ball character has ever been as disgustingly overpowered as the Omni-King, Zeno. The creator of the multiverse, Zeno has the power to make and erase universes like it's absolutely nothing. In the Goku Black Saga, Zeno uses his powers to destroy Future Trunks’ timeline when Fused Zamasu goes out of control and starts infecting the very fabric of the universe. Even with that timeline’s multiverse gone, Zeno exists in a state of pure nothingness before Goku whisks him away to his universe so Trunks’ Zeno can befriend the mainline Zeno.

Zeno is so powerful, even the Gods of Destruction fear him, which causes considerable tension for Universe 7 when Goku ends up carrying the blame for the Tournament of Power. Zeno has never been in a battle, so no one knows the full extent of his Power Level, but Zeno simply doesn't have to fight when he can erase anyone and anything in the blink of an eye. While characters like Beerus and Whis may one day be surpassed by Goku and Vegeta, Zeno is simply too high a benchmark to reach and will realistically always be the strongest character in Dragon Ball’s cosmology.
