Before the Elbaf arc, almost every One Piece fan unanimously agreed that Gol D. Roger was the greatest pirate in the series. They had good reason to believe that no one could match Roger's legacy. After all, he was the only person to become the Pirate King. However, there has been a shift.
Oda recently concluded the God Valley flashback in the One Piece manga, which also brought an end to the story of Davy D. Xebec. Prior to the flashback, fans barely knew anything about Xebec, which made it difficult to judge him as a character. But now there is enough information for readers to make an informed decision.

After learning about Xebec, many fans strongly believe that he left behind a far superior legacy than Gol D. Roger. Initially, the statement may sound ludicrous, but after putting Xebec's life under a microscope, it doesn't seem far-fetched.

Xebec was the descendant of Davy D. Jones, who was allegedly the true king of the world. When Xebec mentioned his name to Imu, the latter became furious. Despite being from such a prominent family, Xebec decided to hide his lineage to live a normal life. However, that didn't work, as he became the most infamous pirate of his era. One of his most insane feats was infiltrating Marijoa during the Reverie, when security was at its peak.
Even on a normal day, it's nearly impossible for a person to enter the place, so for the pirate to infiltrate the place during the Reverie is nothing short of a miracle. However, Xebec didn't just enter the place, but he also kidnapped several kings and even killed an Admiral. If all of that wasn't enough, he even met Imu and threatened them.
Following the incident in Marijoa, Xebec went on a spree where he recruited the most infamous pirates in the world. Together, they formed the Rocks Pirates and went on to achieve greatness. Despite being ambitious, Xebec was also a man of principles. He was loyal to his friends and would defend them whenever required. Xebec also loved his family dearly, as that was the sole reason why he returned to God Valley, his home.
On God Valley, Xebec defeated Saint. Figarland Garling, one of the Holy Knights. He later landed a blow on Imu, but it didn't damage them. Xebec lived a great life, but his end was quite tragic. After Saturn's body dissipated, Imu used Domi Reversi on Xebec and turned him into a demon. Xebec lost his willpower and became Imu's loyal servant. Ultimately, he was stopped by the team of Roger and Garp.
Luffy And Blackbeard Will Surpass Xebec
There is no denying that Xebec is one of the greatest pirates in the history of One Piece, but he will be surpassed by the end of the series. As a matter of fact, there are two characters who are in pole position to supersede Davy D. Xebec. One of them is his own flesh and blood, Marshall D. Teach, and the other is Monkey D. Luffy. Both of them are elite fighters who have massive ambitions. Luffy wants to become the King of the Pirates. Blackbeard wants to claim the title as well, but he also wants to become the king of the world, a dream that he shares with his late father.
Blackbeard has taken massive strides towards his goal as he has already collected three Road Poneglyphs, which will help reach Laugh Tale. Luffy is not far behind him as he also has copies of three Road Poneglyphs. It's quite apparent that the race to become the Pirate King is between the two. Considering Luffy is the main protagonist, there is a strong possibility that he will beat Blackbeard to Laugh Tale and claim his position as the Pirate King. However, there is no doubt that the battle will be exciting and satisfying.
