Luffy has recruited nine individuals, and each of them has a crucial role to play in his journey to become the Pirate King. However, two characters in particular have done the heavy lifting, and they are Roronoa Zoro and Sanji, also known as the Wings of the Pirate King. Nico Robin coined this particular term during One Piece's Wano arc, and it has sparked numerous discussions regarding its literal and metaphorical meanings.

Another piece of evidence that strengthens the case is the depiction of the Roger Pirates. Oda has stated numerous times that Silvers Rayleigh and Scopper Gaban are of equal standing. The two were called the Hands of the Pirate King. Rayleigh was the right-hand man, while Gaban was the left-hand man. The statement about the two being the arms of Gol D. Roger is quite akin to Nico Robin's comment about Sanji and Zoro.

With the story well into the Final Saga, Zoro and Sanji are bound to come across opponents unlike any others they have fought yet. In order to beat them, the duo requires new power-ups. Currently, the story is in Elbaf, where the Holy Knights and Imu are wreaking havoc. Sadly, there isn't much that Zoro and Sanji can do with their current skillset, which is why an upgrade is essential. Zoro has already realized the massive amount of damage that he can do with Advanced Conqueror's Haki, but he hasn't mastered it fully. So his goal will be to gain complete control over it so that he can bolster his attacks and beat the Holy Knights and other characters who are on a similar level.
Sanji's next power-up is also going to be Conqueror's Haki-related. However, Sanji has yet to obtain the power, leading many fans to believe that he doesn't have Conqueror's Haki in the first place. But the odds of that being the case are rather low. Sanji is one of the strongest members of the crew of the future Pirate King, so it would be ridiculous for him not to have Conqueror's Haki. Hence, fans only need to be patient, as Sanji will certainly awaken the ability, after which he will need to become adept at using it.
Everything considered, both Zoro and Sanji must learn to use Conqueror's Haki fully, as it is required to bypass the immortality of the Holy Knights, Five Elders, and Imu. Until their next power-ups, the two won't be able to help out Luffy against his enemies, especially when they are immortal like the Holy Knights.
