Shamrock was seen briefly in action against Loki in the Underworld of Elbaf, and he was able to gravely injure him to the point that he could've died. Of course, this was only because Loki was chained up, but still, the way Oda portrayed him matters. According to Oda himself, Shamrock sought Loki to join his forces as a Holy Knight. This means Shamrock would still be above Loki, meaning he's stronger. Furthermore, Shamrock was so confident in his ability that he asked Loki to seek him out if he survived his attack and fight him one day. Clearly, Oda is portraying Shamrock to be stronger than Loki. As far as Shanks goes, his biggest feat in One Piece is defeating Loki, and that evens the brothers out for now.

Shamrock may or may not be stronger normally, but the fact that he's Shanks's older brother means that he isn't a pushover and won't ever allow himself to be inferior to his little brother. If Shanks is a Yonko, Shamrock should be Yonko level as well.

Shamrock Figarland Is Immortal, Shanks Is Not
The biggest factor that sets apart Shamrock Figarland from Shanks is the fact that he is immortal or has access to unlimited regeneration. All Holy Knights in One Piece are confirmed to have this power, which means that Shamrock has a big advantage over Shanks. While Shanks can lose arms or take scars, Shamrock can simply regenerate. The counter to this regeneration is still not known. If it is Conqueror's Haki, then Shanks would be the perfect opponent to counter him, but if not, then Shamrock has a fair shot at being considered a threat bigger than Red-Haired Shanks.
