When it comes to transformations in One Piece, fans know that Gear 5 stands atop them all as one of the most powerful ones. Introduced to the fans of the Wano Country arc, Gear 5 is what Luffy calls his Devil Fruit Awakening. Once Luffy achieved the power of Gear 5, he gained an incredibly strong body and received a massive buff to all his physical attributes.

On top of that, he gained the power to truly be free and was completely boundless in terms of what he could do, limited only by his imagination. Truly, Gear 5 is an overpowered ability that allowed Luffy to defeat monsters such as Kaido. To this day, it remains one of One Piece's most powerful abilities, but it certainly is not the strongest transformation. Oda has already revealed a couple of transformations in the story that are even greater than Gear 5 and some have even been introduced to the fans in Elbaf.
Imu's Devil Fruit Transformation

When it comes to powerful transformations, Imu's Devil Fruit most certainly has one that scales far above that of Luffy at the moment. Imu's transformation was first shown to the fans during the Reverie when Sabo launched a powerful attack on the Five Elders as well as the ruler of the world. Immediately after this attack was launched, Imu was seen transforming into some sort of creature that consumed the fire.
Fans know that Imu is the strongest in the One Piece world right now, and their strength is such that even a combined attack of six top tiers, including Rocks, Whitebeard, and Roger, did not even scratch them. Whatever creature Imu can transform into also grants them dominion over lifespan and souls in some way, because they can clearly grant immortality to others as well as take life from them in case they fail.
Imu's powers are inexplicable at the moment, but at the very least, fans do know that they have some sort of unique powerful transformation. Clearly, Imu's transformation is far stronger than that of Luffy, and there is no debate about that. That said, in the future, Luffy's Gear 5 will most likely catch up to this level because Luffy will have to defeat Imu.
Loki's Legendary Devil Fruit Transformation

Loki's legendary Devil Fruit transformation was revealed recently to the fans, and while most did not believe that it was going to be stronger than that of Luffy, recent events have proven fans wrong. First up, Loki's Devil Fruit allows him to transform into some sort of mythical creature from the histories of Elbaf, and this transformation is so strong that Loki was able to defeat a Deep Sea Covenant version of Harald.

Many characters in One Piece are set up for huge power-ups after the Elbaf arc. Luffy and the others are about to grow stronger.
For context, this version of Harald was even stronger than Rocks D. Xebec, and as such, Loki was essentially stronger than Rocks with this new transformation of his. It is unclear as to what Loki's transformation actually is, however, it is most certainly tied to some mythical creature from the country.
The most likely guess at this point is either the Nidhogg dragon or the Fenrir. Either of these creatures would make Loki a monster the likes of which cannot be taken down by many in the One Piece world and would grant him ferocious strength. It is stated that Loki's power is such that he can destroy the entire world with his immense Devil Fruit ability, and while Gear 5 is certainly great, it is definitely not on the same level as Loki's Devil Fruit transformation.
Rocks's Domi Reversi

Another transformation that fans got to see recently in One Piece was Rocks' Domi Reversi form. Rocks D. Xebec was Domi Reversi'd by Imu in the God Valley flashback and this made him multiple times stronger, although he lost all his sanity. This form of Rocks was so strong that even the likes of Kaido, Whitebeard, and Big Mom were no match. Roger and Garp were also unable to stand up to him individually.
To defeat him, Garp and Roger had to team up and unleash all their powers in a single attack, because otherwise they would have lost and died. Rocks' transformation certainly scales above Luffy, at least so far.
Given that this transformation made him stronger, it also strengthened his Conqueror's Haki. One particular thing pointed out by both Garp and Roger was that Rocks was coating his body in powerful Conqueror's Haki that prevented him from taking any damage at all. This is precisely why Roger suggested increasing the mass of their Haki and hitting him with an incredible Haki wave.
When the two combined their powerful Haki, it was able to pierce through Rocks' own Haki and essentially dealt a telling blow to him. Rocks was cleansed of the Domi Reversi transformation that Imu did on him, but he was then killed by Saint Garling.
Five Elders Transformations

Another set of transformations that fans know is stronger than Gear 5 at this point in time, at least as far as strength is concerned, is that of the Five Elders. The Five Elders showed up in the Egghead Arc of One Piece, and there, they revealed their incredible transformations.
The first to show off their skills was Saint Jaygarcia Saturn, who could transform into the Gyuki. This transformation made him so strong that no matter what Luffy did against him, it did not work. Saturn had the power of immortality and incredibly fast regeneration. On top of that, he could also use deadly poison, and if Luffy took one hit from him, he would most certainly have struggled tremendously.
The other four Elders also have powerful transformations of their own. Saint Ju Peter has the power of the Sandworm, while Saint Mars has the power of the Itsumade. At the same time, Saint Ethanbaron V. Nusjuro has the power of the Bakotsu Yokai, while Saint Warcury has the power of the Houki boar.
All these transformations are incredibly powerful. While one can say that Luffy can beat any of the Elders in a one-on-one combat, the fact is that his Haki is not strong enough to counter their immortality and regeneration yet. As such, their transformations would come out on top in a one-on-one battle, at least until Luffy learns to properly counter immortality.
