Following the time skip, many things changed within the World Government, most notably the retirement of Kuzan and the promotion of Sakazuki, which left two vacant Admiral spots. One of these was filled by Fujitora, who immediately stood out from his contemporaries upon his first appearance in Dressrosa, in that he prioritized civilians and had fair opinions on justice. Because of him being at odds with Akainu and his methods, fans are sure that Fujitora will eventually join the heroes in the Final War.

Kizaru retained his role of Admiral following the time skip, embodying his identity as the most complacent and blindly obedient of the Admirals. However, the Egghead arc shed a ton of light on his character, showing just how hesitant he was to carry out his orders of killing Dr. Vegapunk and destroying the island, to the point where he even helped Luffy dip back into his Gear 5 state so that he could hold off Saturn and himself. Following his defeat, Kizaru finally spoke back to Sakazuki, showing that he may change sides in the end.

Ever since the first chapter of the series, fans had known just how much becoming a Marine meant to Koby. Following Luffy's departure to become a pirate, Koby also underwent training to become a Marine, which he did so under the leadership of Garp, instilling within him the same values that the Marine Hero follows himself. Due to Koby's drive to want to help people, he came at odds with the World Government after seeing the things they were willing to do to ensure victory at Marineford.

After the war, he joined the special operations group of the Navy named SWORD, who are still allied with the World Government but act on their own accord without having to clear anything beforehand. When it comes to the most legendary Marines in the history of the franchise, none are higher in importance than Garp and Sengoku. Garp is quite an interesting character to look at in this conversation, since he has put the World Government over his family multiple times before, always choosing duty over everything else. However, following the Marineford War, he quit the Navy, and his already rocky relationship with the Celestial Dragons has ensured him as an eventual defector to Luffy's side in the Final War.
