Black Blades allow the wielder to use attacks that are as strong as Haki-level attacks and have the same properties without needing to be imbued with Haki. However, they become incredibly difficult to use, which is why only the strongest swordsman can use them, which shows exactly why Mihawk with Yoru is a Yonko-level character.

On top of this, Ragnir's strength is on an entirely new level, as it is implied that the weapon has eaten multiple Devil Fruits that allow it to control different natural elements, as it was shown to summon lightning and massive waves of ice. With all of this taken into consideration, it's quite clear that Ragnir is the strongest weapon in One Piece.
