Over the course of the entire One Piece franchise, most of the characters have gotten much stronger than they were during their first appearance, just as it is in most Shonen anime franchises. This growth in strength can come from a whole host of different places, from Haki blooms to the simple virtue of their strength increasing as they face stronger opponents.

Of all the villains that Luffy has faced off in the One Piece story, Kaido remains one of the most powerful. Not only was his Haki some of the most potent and formidable in the entire franchise, but his Devil Fruit turned him into a massive dragon, leading most fans to think of this as arguably the most powerful Devil Fruit in the series after Luffy's own Nika fruit.

In a one-on-one, always bet on Kaido!

In this massive draconic form, Kaido managed to take on all the forces of Wano singlehandedly, ending the battle with a terrifying new technique that only the crazy powers of the Nika fruit could take on. Even then, Kaido managed to lift the entirety of Onigashima using his flame clouds in order to drop it on Wano, ensuring that no one other than the mythical God of Liberation himself could defeat the World's Strongest Creature.

Fans have dubbed this a 'God Fruit'.

For a power to be feared by Imu and the 5 Elders, the leaders of the World Government, it's clear that its strength must be otherworldly. This is exactly why the Nika fruit is one of the most overpowered items in the entire story, since it allows the user to gain the powers of a God that millions have been praying to for many centuries.

The World Government has always failed to acquire the Gomu Gomu no Mi, even after 800 years of trying!

In this form, which Luffy has called Gear 5, Luffy essentially gains the ability to alter reality itself to suit whatever he needs to do. Since Gear 5 is brought forth by the Awakening of his fruit, he can transmit the fruit's rubber properties onto external objects, allowing him to make the ground, buildings, and even the sky bouncy. There also comes a degree of reality-warping with this power, since Luffy has made himself gigantic, made a fist the size of an island, and has repeatedly conjured things out of thin air.

The Gorosei Have Demonic Powers Granted By Imu

Power: Demonic Pact

Mysterious forms of the Elders.

The Egghead arc was one of the most beloved by the community, and one of the reasons for this was that it finally gave fans a look at the terrifying powers of those at the height of power in the World Government. Unfortunately, the Yokai transformations of the 5 Elders remain elusive and shrouded in mystery as to how they work.

However, what can be inferred is the fact that these powers are assuredly granted by Imu and are so strong that even Luffy in his Gear 5 form couldn't handle them. In fact, Warcury's Fengxi Yokai form was so durable that he took a punch straight from Luffy and was unfazed, while Luffy himself suffered damage to his arm. This shows that the heroes still have a long way to go before they can face these villains in the Final War.

Rocks D. Xebec's Demonic Form Was Stronger Than Everyone Else

Power: Domi Reversi

The strongest villain.

Loki's flashback on Elbaf shed a lot of light on many mysterious aspects of the old era of One Piece, the biggest of which was the long-awaited reveal of the legendary Rocks D. Xebec. This character exceeded all expectations in terms of strength, backstory, character arc, and inevitable downfall, all of which shaped him up to be one of the story's most well-written side characters.

As long as I get my wife and kid to safety, I'll be at peace with whatever happens next.

Towards his end in the God Valley Incident, Rocks was struck by Imu's tendrils, allowing the Domi Reversi to take place. This transformed him into a hulking demonic version of himself who was so powerful that not even the strongest figures of the time, namely Roger, Garp, and Whitebeard, could take on this Conqueror's Haki-wielding monster. Eventually, they had to join forces and put everything into a single attack that knocked Rocks out of this monstrous state, reverting him back to the man he was.
