Although the Kuja Pirates didn't have the insane firepower or outright strength of their contemporaries, their true strength lay in their captains, who had every pirate in the world fawning over them. Due to this unique advantage they had over everyone else, they managed to stay as some of the most important and iconic figures of this entire age.

Just like the Kuja Pirates, the Giant Warrior Pirates are a recurring crew that many members of the nation of Elbaf have been a part of over the centuries. Although they weren't the first, the iteration of these pirates during the Roger era was undoubtedly the strongest, though this is mostly due to their captain, King Harald, and his insane power.
Throughout the Elbaf arc, it was greatly implied that Harald was equal to Rocks in strength and may have even been stronger than Roger himself. This otherworldly power, mixed with the natural strength that all giants naturally have, makes the Giant Warrior Pirates one of the most dangerous forces on the seas during the old generation.

The Roger Pirates Are The Most Infamous Crew Of All Time
Captain: Gol D. Roger

No list of One Piece crew rankings would be complete without the Roger Pirates, since this crew was the only one in history to find the legendary One Piece treasure. Aside from this feat, they were unbelievably powerful, since Roger, Rayleigh, and Scopper all had the ability to use Conqueror's Haki coating, which is a feat that can only be used by the strongest characters.
This alone sets the Roger Pirates apart from their contemporaries. This outrageous power was on full display during the legendary God Valley Incident, where the strength of most of the Roger Pirates powerhouses was on full display, with Roger joining with Garp to defeat Domi Reversi'd Rocks and Rayleigh easily defeating St. Shepherd Sommers. In fact, Scopper even said that they fought against the Gods' Knights for years and always repelled them without much effort, showing just how strong the Roger Pirates truly were in the world of One Piece.

When the World Government seeks to wipe your name from the face of history, you must have been a real threat to them. This was the reality of the Rocks Pirates, who have shown themselves to be the greatest pirate crew in the history of One Piece so far, at least in terms of overall strength. Notoriously filled with powerful pirates, some of whom would go on to become Emperors of the Sea, the Rocks Pirates were quite an unconventional crew.
This was because all individual members were only in it for their own reasons, but joined forces to become a conglomerate so powerful that none could stand in their way. Their captain, Rocks D. Xebec, was the strongest of them all, with the common consensus typically placing him above everyone else of his era, even Gol D. Roger. While there were a few true loyalties in this crew that made it so, the Rocks Pirates are undoubtedly the strongest of all time.
