Devil Fruits are the primary power system of the One Piece world, but it most certainly not the only one. In the world of One Piece, fighters can excel without the usage of Devil Fruit abilities as well, and this has become even more apparent in the Final Saga of the story, especially in Elbaf.
In the Land of Giants, where Imu has made their entrance, and Loki's Devil Fruit has finally been revealed, Devil Fruits might seem like the biggest source of power. However, there are still many powerful non-Devil Fruit users who stand out. These characters often make use of powerful Haki, and some others rely on strong weapons to keep up.
Franky
Franky is the shipwright of the Straw Hat Pirates, and while he is not a Monster Trio and can't use Haki yet, it certainly doesn't mean that he can't hold his own in a battle. Franky has showcased on multiple occasions that he is an important fighting force for the Straw Hat Pirates. In Wano, Franky was able to take down one of the Tobiroppo, Sasaki, quite easily. Now in Elbaf, he could show his strength once more. In Egghead, Oda has already hinted at Franky unlocking Armament Haki. This could definitely be coming to play in the Elbaf arc, where he fully awakens it.
Jarul
Jarul was, in the past, one of the Co-captains of the Giant Pirates, alongside his former comrade Jorul. Jorul, however, passed away decades ago after being fatally hit by Linlin. With that, many would assume that Jarul himself has also gotten quite weak, being over 400 years old, and thus, far out of his prime.
However, despite all that, Jarul is still a force to be reckoned with. At one point in his pirating career, he was even acknowledged as the strongest man in the world. Jarul is unlikely to play a major fighting role in the Elbaf arc, but Oda is sure to give him a final highlight.
Jinbe
Outside of the Monster Trio, Jinbe is the strongest Straw Hat pirate around. Jinbe, known as the Knight of the Sea, is a powerful Fishman fighter, and one of the strongest of all time. As a Fishman, Jinbe relies on his Fishman Karate, as well as his Haki. In Elbaf, Jinbe has been underwhelming, being easily defeated by Holy Knight Gunko, but that was to be expected.
Jinbe is still a powerful fighter and one of the best non-Devil Fruit users around. It's unlikely that he will get great highlights in this arc, but he could still play an important part in the battle against Imu's Demon Army.
Sanji
Aside from Zoro, Sanji is another powerful asset the Straw Hat Pirates have, who does not rely on a Devil Fruit ability. Sanji uses no weapons; instead, he is a proficient kick fighter. Since Wano, his body has gotten much stronger through his Lineage Factor awakening.
Sanji's body is as hard as steel, and he has the highest durability in the Straw Hat crew. In Elbaf, Sanji has yet to make a major move, but fans know he is about to be a highlight against Imu’s army. Sanji, just like Zoro, has great Haki mastery, and he specializes in Observation Haki. Elbaf could be where Sanji finally unlocks his Conqueror's Haki, as hinted at multiple times by Oda.
Roronoa Zoro

The Elbaf arc of One Piece showcases many overpowered Devil Fruit users. But, the likes of Roronoa Zoro are still some of the strongest around, and they manage this without having to rely on any Devil Fruit ability. Zoro, the swordsman of the Straw Hat Pirates, is extremely proficient with his blades, and ever since he received Enma, his overall power is on a completely different level. On top of that, Zoro is also a talented Haki user. He is especially proficient in Armament Haki, but he also has access to both Observation and Conqueror's Haki.

Dorry
Dorry is one of the two Co-captains of the Giant Pirates. He was first introduced all the way back in Little Garden, and even then, he was quite impressive. What people used to believe was a 100 million berry bounty was revealed to actually be a 1.8 billion bounty when adjusted to inflation. This gives Dorry one of the highest bounties in the whole series, and when combined with that of Brogy’s, these two could be considered a Yonko-level threat.
Sadly, Dorry will be on the side of the enemy in this arc, after having been afflicted with Imu’s Domi Reversi. Domi Reversi’d Dorry is one of the strongest characters around, especially now that he is equipped with immortality on top of his already monstrous strength.
Brogy
When talking about Dorry’s strength, one can't ignore his long-time partner, Brogy. Brogy and Dorry are equal in every sense of the word, and Oda has showcased that multiple times already. They both have the same bounty of 1.8 billion berries, and they both lead the Giant Pirates as comrades, just like Jarul and Jorul did before them. Brogy, just like Dorry, has been Domi Reversi’d by Imu, and now poses a major threat to Elbaf.
Amped up Brogy is even stronger and cannot even be injured without tapping into advanced Conqueror’s Haki. Brogy and Dorry are definitely some of the strongest non-Devil Fruit users around on Elbaf. Taking them down, especially when amped up, is not going to be an easy task.
Scopper Gaban
Out of all the non-Devil Fruit users in the Elbaf arc of One Piece, the very strongest one is undoubtedly Scopper Gaban, the former left arm of Gol D. Roger. Scopper Gaban has taken Elbaf as his main home after marrying Ripley and fathering Colon. Gaban was unstoppable in his prime, renowned as the Mountain Eater, but now, he has gotten quite old.
Despite that, Gaban is still quite a powerful ally that the Straw Hats have. As a former member of the Pirate King's group, Gaban did not disappoint when he showcased his strength. Gaban was able to manhandle both Luffy and Zoro at once, and it is clear that he also has superior Haki. He was the first character in One Piece to showcase the power to bypass immortality when he struck down Sommers in one hit. Gaban could have easily handled all the Holy Knights on Elbaf had his son not been used as a hostage against him.
