8 Zoro

Zoro is incredibly powerful, and he has the ability to utilize all three types of Haki. Zoro is specifically good at utilizing Armament Haki, he also has control over advanced Conqueror's Haki.

However, Zoro's control over this power is very limited and he can only channel it for a few minutes. If Zoro makes use of it for longer, he's likely to lose his life, which makes him a somewhat average user of Conqueror's Haki so far. Still, he is very powerful, given that only a handful of the strongest can even utilize this ability in the first place.

In One Piece's 4 billion volume, it was implied that Beckman possesses Haki greater than that of an Admiral. This means that Beckman has what it takes to beat an Admiral, which the likes of Zoro do not, at least at the moment.

He is a master of all three types, and his control over advanced Conqueror's Haki is absolutely immense. The fact that Garp compared him to Whitebeard in terms of legendary status just goes to show that his skill with Conqueror's Haki is absolutely incredible.

When it comes to the usage of Haki, few are as good as Kozuki Oden, and fans know this because he was strong enough to even match up to and potentially defeat Kaido. He could tap into the advanced form of two Haki at the very least, those being Conqueror's Haki and Armament Haki.

Oden was able to scar Kaido with his Conqueror's Haki, which showed the immense potency of this power. Had not been distracted, perhaps he would have defeated Kaido as well. Clearly, Oden is one of the strongest Haki users that fans have seen in One Piece, and certainly one who should be clubbed with the other legends of the series.

The old Vice Admiral might be beyond his prime right now, but, back in his younger days, Garp was a monster capable of going head-to-head with Roger. These two individuals have come close to killing each other on many occasions, and that just goes to show how special they truly are in terms of Haki usage.

Garp is a user of all three types of Haki, with his Armament and Conqueror's being advanced to a great degree. Garp can blow up a small town with his Conqueror's Haki punch, and he was disappointed with his output ON Hachinosu due to his aging body, which implies that in his prime, he could blow up Islands with his Haki punches.

2 Shanks

The Red-haired Emperor, Shanks is easily one of the strongest Haki users that fans have seen in One Piece. He is currently in his prime, which means that his Haki is at its peak as well. Shanks is a monster in combat, and his Haki is such that he can channel it from miles away.

With a single strike of his Haki-based attack, even a 3 billion pirate in Kid, as well as his right-hand man, Killer, can be taken down. What's incredible is that this is only a glimpse of his strength and he has not shown what he is truly capable of just yet.
