Eiichiro Oda has introduced the fans to some of the most powerful characters in the Great Pirate Era over the years, but if there's one timeline that fans especially wanted to see more of, it is the Rocks era. Thankfully, in the Elbaf flashback, fans got a good look at the strongest characters who existed and fought at the top of the era during Rocks's time.
6 Upcoming Sanji Fights In The Final Saga Of One Piece
Sanji has some great battles ahead of him in One Piece's Final Saga.
Naturally, in a world where Devil Fruits are incredibly common, especially in the Grand Line, there are bound to be Devil Fruit users among the strongest, and Oda has certainly revealed some very ferocious Devil Fruit users from the time of Rocks D. Xebec.
Captain John
Known to be a member of the Rocks Pirates, Captain John was quite a powerful Devil Fruit user. He had the power of the Jiki Jiki no Mi, which is currently in possession of Captain Kid. John used its powers to acquire the treasure at God Valley, but was taken out in a single blow by Ganzui. Among the Devil Fruit users, he's certainly one of the weakest.
Ganzui
Ganzui was another member of the Rocks Pirates, and he too held quite a strong ability. His power was the Bomu Bomu no Mi, wielded by Mr. 5 in the current timeline. With its powers, he was able to blow up Captain John in a single strike, and that shows his immense control over the ability.
Gill Buster
Fans know very little of Gill Buster, but he was an original character who once appeared in Oda's WANTED one-shot series. Gill Buster was later confirmed to be a member of the Rocks Pirates as well. It was recently confirmed that he had access to the power of the Horo Horo no Mi, which is currently being used by Perona. Fans didn't see him go all out, but it is clear that he came out of God Valley without any injuries.
Saint Sommers
One of the Holy Knights, Saint Sommers has the power of the Iba Iba no Mi, which allows him to produce thorns at will. He is quite a dangerous figure and his skill was still tremendous during the time of the God Valley Incident. He was seen wreaking havoc on the island, until Rayleigh eventually put a stop to him. Sommers still carried Immortality, so he was only partially subdued by Rayleigh.
Gunko
One of the most ferocious members of the Holy Knights, Gunko only served as God's Blade back during the God Valley Incident. Still, her powers of the Aro Aro no Mi were dangerous as ever. In fact, Gunko was so strong that the Celestial Dragons were betting on her for a 1v1 battle even against Garling. With her power to create arrows and launch sure-hit attacks, Gunko was truly a monstrous fighter.
Kaido
Kaido ate his Uo Uo no Mi, Model: Seiryu during the God Valley flashback of One Piece and it was quite clear that he immediately knew how to get the best out of it. With his dragon powers, Kaido even attacked Imu, although the attack didn't do much. He was eventually taken out by Rocks, but it didn't seem to do much other than slightly scratch him. Kaido left God Valley to start his own crew after.

Zoro is strong, but he has been taken down by quite a few One Piece characters.
Sengoku
Although not involved in God Valley, Sengoku was quite clearly one of the strongest characters of the time. He held the power of the Hito Hito no Mi, Model: Daibutsu, with which he could turn into a Buddha at will. Sengoku was a monster, with all three kinds of Haki, but his biggest strength was, undoubtedly, his Devil Fruit power with which he eventually became an Admiral, and then the Fleet Admiral of the Navy.
Charlotte Linlin
Charlotte Linlin was one of Rocks's strongest underlings and the world knew her to be a ferocious fighter back then. She had the powers of the Soru Soru no Mi, which she could use quite well, and on top of that, she also had the immense Haki at her disposal. Linlin launched powerful attacks on Imu in God Valley, but it seemed to do little damage. She was not beaten by anyone at God Valley and went on to start her own powerful crew after.
Edward Newgate
Undoubtedly, Newgate was one of the strongest Devil Fruit users during the Rocks era. He still had the power of the Gura Gura no Mi at the time and he could cause all sorts of quakes with it. When powered by Haki, his attack potency increased even more. Newgate fought the likes of Roger in God Valley, and later on, even stood up to Rocks, although he was flung easily. He finally teamed up with Polo Gram and left the island.
Imu
The strongest Devil Fruit user in Rocks's era that the fans know of is, undoubtedly, Imu. With their demonic powers, Imu could take over Saturn, and even use Domi Reversi on Rocks. Imu didn't fight directly but their power was clearly immense, and the strongest in the world. It is unclear what fruit they held, but Imu having a Devil Fruit is a given, and that automatically makes them the strongest fruit user of the era.
