In comparison to the other members of the Buggy Pirates, Cabaji's physical abilities are rather impressive. He was able to lift Ritchie, a big lion, with one arm. Cabaji fights using a sword, and he has above-average handling skills. Additionally, Cabaji uses carnival tricks to flummox his opponents and take them down when their guard has been lowered.

5 Gambia

Gambia is a member of the Barto Club Pirates; the crew is also a part of the Straw Hat Grand Fleet. He is a big fan of the Straw Hat Pirates, so to fight under their flag was a dream come true for him.

Gambia has been involved in a notable clash where he and the rest of the crew attacked Shanks' territory and burned their flag.

4 Trebol

Trebol knew that he had to cater to Doflamingo's ego, and everything else would just fall into place. He was fully aware of the danger that he was about to unleash on the rest of the world.

Naturally, he became one of Doflamingo's top executives, looking after the most important affairs. Trebol was also assigned the role of staff officer, which gave him a bit more authority than the rest. Clearly, Doflamingo trusted Trebol, which is why he put him in charge of Sugar's protection. Furthermore, Trebol was also on the rooftop with Doflamingo, where they fought against Law and Luffy.

3 Laffitte

He hails from West Blue, where he served as a police officer, but he committed many heinous crimes for which he was barred from the sea. It is unclear what kind of Devil Fruit Laffitte has, but it could likely be a Zoan-type Devil Fruit. The powers will be potentially covered in the upcoming arcs as the story goes into the endgame.

Unlike most members of the Blackbeard Pirates, Laffitte is rational and doesn't rush into fights. He also has a great deal of respect for his captain, as evidenced by his decision to threaten Avalo Pizarro. Laffitte also corrected Burgess multiple times, asking him to call Blackbeard admiral instead of captain. It is possible that, due to his refined mannerisms, Laffitte was named the chief of staff of the Blackbeard Pirates.

Tsuru is among the oldest serving Marines, as she joined the organization with Garp and Sengoku. In her prime, she was feared by pirates around the world. While Tsuru has aged considerably since, it is safe to assume that she is still among the strongest Marines.

When Sengoku was still the Fleet Admiral of the Marines, Tsuru was responsible for relaying orders to others, so she was the second in command. She was known as the Great Staff Officer, which further implied that she was above the rest in terms of authority. It is important to remember that Tsuru was handed the role because of her veteran status.

Dragon took Sabo with him to the base of the Revolutionaries, which became Sabo's new home. Sabo trained under the various officers of the Revolutionary Army and improved his combat skills. With time, he became an extraordinary fighter, capable of leading covert operations. Sabo earned the respect of his peers, so nobody questioned Dragon's decision to name him the chief of staff. Currently, Sabo has a reputation akin to Dragon's. In fact, people have given him the epithet of the Flame Emperor, which is a testament to his popularity. Given his position, there is no doubt that Sabo will play a crucial role in the Final Saga of One Piece.
