7 Charlotte Smoothie

Charlotte Smoothie is the daughter of Big Mom. She is one of the Sweet Commanders, which means that she is among the best fighters within the crew. Smoothie possesses the Shibo Shibo no Mi, a Paramecia-type Devil Fruit that allows her to drain moisture from a person's body. To put it simply, she can drain life out of them, as if she were squeezing juice out of a fruit.

The ability is not restricted to humans. She can use it on animals and any inanimate objects as well. Despite having such a powerful ability at her disposal, Smoothie was unable to make a major impact in the Whole Cake Island arc. It was a repeat in the Wano Country arc, where she was unable to help her fellow crew members.

6 Jack

The Devil Fruit granted him immense physical strength, enabling him to fight against the likes of Inuarashi and Nekomamushi without rest. However, Jack was unable to win any major 1v1 in the series. He even reached an impasse against the Mink rulers and would have ultimately lost. To avoid this, he brought out Caesar's poison gas and crippled the Minks.

Unfortunately, Marco has been set up to fight characters much stronger than him. With the story already into the Final Saga, Marco won't have much to break his duck.

Burgess possesses the Riki Riki no Mi, which is a Paramecia-type Devil Fruit that significantly increases his strength. Burgess is able to lift an entire mountain with his bare hands and launch it towards his enemies. Despite his insane physical abilities, Burgess has yet to win a fight in One Piece.

Gecko Moria possesses the Kage Kage no Mi, which allows him to control shadows. Even with a Devil Fruit at his disposal, Gecko Moria hasn't been able to win a major fight.

He has also learned to use Armament and Observation Haki.

However, he has been unable to win a single major fight in the series. Koby has suffered humiliating losses to Luffy and Boa Hancock. But Koby hasn't let the defeats affect him too much, as he still believes that he is capable of beating Luffy.

Smoker possesses the Moku Moku no Mi, a Logia-type Devil Fruit, giving him the power to create and control smoke at will. While it is nowhere the best Logia-type Devil Fruits, Smoker has learned to use the power efficiently. Furthermore, Smoker can use two types of Haki. Even after all his powers, Smoker has not won a major fight in One Piece. His screen time has dwindled as well, so there is no telling when fans might see him again.
