Monkey D. Luffy is the main protagonist of One Piece, and as such, he has been endowed with several powerful abilities. He possesses an amazing Devil Fruit, arguably the strongest in the story, and on top of that, he has access to all three types of Haki. Luffy didn't always have the perfect hold over his skills, but he still managed to beat some of the strongest characters in One Piece.

There's no doubt that Luffy will become even more powerful and gain a myriad of new skills before the story ends, as there are multiple enemies who stand in his way. However, the way Oda has written the story, there's a good chance that Luffy will not clash with all the big names. So, there will be many strong characters that Luffy will never fight.

Monkey D. Garp
Affiliation: World Government, Marines

Monkey D. Garp is known as the Hero of the Marines, a title he earned due to his exploits during the God Valley Incident. Garp went to the island to save his fellow Marines from dying, but he ended up fighting Davy D. Xebec. In order to stop Xebec, Garp had to team up with his arch-nemesis, Gol D. Roger. Together, they beat Xebec and saved countless lives.
Considering Garp is over 70 years old, it's quite obvious that he has left his prime behind. However, he is still a mighty fighter. After all, he still has immense control over his Haki, as evidenced by his demolition of Kuzan and other members of the Blackbeard Pirates. Given his strength, Garp would have no problem fighting Luffy, but that will never happen. The latter loves his grandfather and will never hurt him seriously. The same goes for Garp, who was clearly holding himself back in the Marineford arc.
Sengoku
Affiliation: Marines, World Government

Sengoku is the former Fleet Admiral of the Marines. For years, he was in charge of every single soldier within the organization, and, under his guidance, they successfully got rid of Portgas D. Ace. Sengoku not only has excellent leadership skills but also possesses incredible physical abilities.

Sengoku has access to the Hito Hito no Mi, Model: Daibutsu, a Mythical Zoan-type Devil Fruit, allowing him to transform into a giant golden Buddha. Furthermore, Sengoku can use all types of Haki, and while he hasn't put them to use, it's obvious that a fighter of his caliber would have mastered their use. Luffy and Sengoku came face-to-face in Marineford, but they never indulged in a proper fight. Considering where the story is headed, there is no chance of Sengoku and Luffy crossing paths or fighting each other.
Edward Weevil

Edward Weevil is the self-proclaimed son of Whitebeard and Miss Buckingham Stussy. He has been traveling together with his mother, hunting down members of the Whitebeard Pirates, hoping to find the late Yonko's fortune. However, it seems that Weevil isn't entirely apathetic, as he protected the people of Sphinx from Admiral Ryokugyu.
Not much is known about Weevil's abilities, but Kizaru did suggest that the former's physical strength reminded him of prime Whitebeard's, which is a massive compliment. Whether Weevil has Haki is unknown, but hopefully Oda will clear things up soon. Luffy and Weevil have never met each other, and since the latter is in Impel Down, there's almost zero chance of that changing.
Silvers Rayleigh
Affiliation: Roger Pirates (Formerly)

Silvers Rayleigh used to be the right-hand man of the Pirate King, and as such, he was an integral part of the crew. In his prime, Rayleigh was able to stand shoulder to shoulder with a combatant of Oden's caliber, the legendary samurai who nearly wiped out Kaido from the face of the earth.

Considering its swashbuckling setting, it's unsurprising that talented swordfighters populate One Piece. Here are the strongest of the lot.
Silvers Rayleigh doesn't have a Devil Fruit, so he primarily relies on Haki to win fights. His dependency has improved his Haki to the point where he can knock out several thousand people without lifting a finger. Rayleigh is also well-versed at using a blade, and he's likely one of the best swordsmen in the world.
Boa Hancock

Boa Hancock is the captain of the Kuja Pirates and the current empress of Amazon Lily. As a member of the famed Kuja Tribe, it's hardly surprising that Hancock is able to use Haki so efficiently. She has access to every type of Haki, making her a truly dangerous opponent.
Hancock also has the Mero Mero no Mi, a Paramecia-type Devil Fruit that is the very definition of 'broken.' She can petrify her enemies, leaving them completely defenseless. While most consider the Devil Fruit useless against inanimate objects, Hancock has proven that she can harm them as well. After all, she managed to use her power against a Pacifista. Needless to say, Hancock is armed with several overpowered abilities. Thankfully, Luffy won't be on the receiving end of the attacks as Hancock adores him. In fact, she protected him from Smoker in Marineford.
Dracule Mihawk
Affiliation: Cross Guild

Dracule Mihawk is currently the strongest swordsman in the world. He likely obtained the title after beating countless other enemies. After battling so many opponents, Mihawk's name became known throughout the world, resulting in the World Government offering him a position of a Warlord of the Sea.
Dracule Mihawk possesses Yoru, a Saijo O-Wazamono-grade sword, and he can use at least two types of Haki. Mihawk is likely to have Conqueror's Haki as well, but there has been no confirmation yet. Even if it turns out that Mihawk doesn't have it, there is no denying that he is not a person to be trifled with. Currently, Mihawk is sailing with Buggy, and so far, there has been no implication that he will cross paths with Luffy.
